Witness Testimony – Relationship and Immigration Context
From 2018 to 2023, Witness O and Kabir were legally married. The marriage was entered into for the purpose of assisting Kabir in obtaining Canadian immigration status. The parties formally signed divorce documentation in October 2024; however, as of 28 December 2025, the witness has not received formal confirmation or documentation issued by the Government of Canada.
In 2023, Witness O assisted Kabir in submitting a spousal immigration application through an Asia-Pacific immigration agency represented by an individual identified as Lily, who was introduced by an individual surnamed Lan, a graduate of the University of Ottawa.
Lily represented herself as having received a professional honor from the British monarch and claimed cooperation with a major U.S. financial institution, which led the witness to place trust in her representations.
Under normal circumstances, spousal immigration application fees are approximately CAD 3,000. Lily charged the witness CAD 8,000 in cash. To date, no official application number or government receipt has been provided. During this period, Lily obtained banking information of the witness’s family through fraudulent emails and links.
In 2024, Lily provided what she described as “immigration courses” and publicly claimed cooperation with Immigration, Refugees and Citizenship Canada (IRCC) together with a Vancouver-based immigration agency. This agency has been observed to sell third-country passports and to assist individuals fleeing criminal liability in obtaining exemption-based identities.
Witness O contacted police on two occasions and repeatedly attended the immigration agency to seek clarification and reimbursement. Lily instructed front-desk staff that contacting police was optional, refused any refund, and forcibly removed the witness from the premises.

Pandemic-Related Exposure and Contacts
The witness states that around the onset of the COVID-19 pandemic in 2019, the witness’s social and economic activity became restricted due to credit and account disruptions caused by third-party actions.
Through Kabir’s social network, the witness was exposed to information concerning underground gambling platforms, including a platform identified as “HHpoker,” as well as drug-related activities. Kabir regularly supplied drugs, and the witness participated in poker games on HHpoker over an extended period. All transactions and currency exchanges on the platform were account-recorded. The witness estimates losses of approximately CAD 5 million associated with these activities.
The witness observes that throughout approximately seven years of cohabitation, daily life elements — including pet names and personal routines — appeared structured in a scripted, promotional, and branding-like manner, rather than as organic personal experiences.
The witness emphasizes that these statements reflect personal observation and exposure, not legal determinations.

Through continued exposure, the witness gradually became aware of information and narratives concerning alleged activities including:

The witness states that during interactions with individuals linked to underground gambling and criminal groups, the witness heard recurring assertions regarding possible benefit-based relationships between law enforcement personnel, gambling venues, and criminal organizations.

Health-Related Testimony During the Pandemic
Drug Exposure and Physical Reactions
The witness states that Kabir provided a substance described as “cocaine.” Following use, the witness experienced abnormal physical reactions, including:

The witness states that this occurred without informed consent and resulted in permanent loss of reproductive capacity.
The witness believes these events constitute systematic, non-consensual interference with bodily autonomy, though legal determination is reserved for judicial authorities.

The witness was introduced via social media to an intermediary who arranged treatment at Shenzhen Yestar Medical Aesthetics, resulting in expenditures totaling RMB 150,000.
During injections, no anesthesia was used, and the witness experienced shock and loss of consciousness. The treating physician indicated imminent travel to Toronto, which the witness considers temporally significant.
